Defense and Civilian Agency Solutions
The ability to measure performance on multiple projects is absolutely essential for any program or project manager working within the federal government. Reliably reporting key performance indicators across the portfolio of projects necessary to meet an agency’s goals and objectives is not only mandated by the federal government, but it also provides managers with a method of determining whether or not a project will ultimately be successful. The only way to achieve this methodology is to employ the discipline of earned value management (EVM).
With roots dating back to the Department of Defense in the 1960s, EVM has blossomed into a widely used project management discipline in the public sector, due in no small part to Office of Management and Budget (OMB) directives that mandate its use by civilian agencies. With EVM, project managers are able to generate progress reports that help them evaluate actual performance against initial baselines. Ultimately, EVM functions as an early warning system that identifies potential problems while there is still time to correct them.
Dekker offers a wide range of education and products that enable defense and civilian agencies to incorporate an EVM system so that they can more effectively manage their projects and programs. Dekker also provides the necessary tools to automate data capture for the following earned value reporting requirements:
- Department of Defense Instruction 5000.2, “Operation of the Defense Acquisition System”
- ANSI/EIA Standard 748-98A, “Earned Value Management Systems”
- OMB Circular A-11, Part 7, “Planning, Budgeting, Acquisition, and Management of Capital Assets”
